2026 Ernie Talley Lifetime Achievement Award: Bill French

A storefront in Texarkana, Texas, with the words “rent to own” caught Bill French’s attention in 1972. More than five decades later, that chance encounter has grown into a career intertwined with the history of the rent-to-own industry itself. 

APRO honored French, Vice President of Rent-to-Own Sales at APRO Member O’Rourke Sales Company, with the 2026 Ernie Talley Lifetime Achievement Award at RTO World 2026 in West Palm Beach, Florida. 

The Lifetime Achievement Award honors individuals who have demonstrated a long-standing commitment to the rent-to-own industry and APRO. Named for RTO pioneer Ernie Talley, the award recognizes respected industry leaders whose careers reflect consistent excellence, service, and lasting impact. 

French’s connection to rent-to-own began while he was working a retail sales territory in Arkansas. Curious about that Texarkana storefront, he walked inside and met Bob White of Crown Rental. Within two years, Crown Rental had become French’s largest customer, beginning a relationship with an emerging industry that few manufacturers or suppliers yet understood. 

In those early years, French became an advocate for rent-to-own inside the manufacturing world. He worked to help companies understand how rental agreements differed from traditional retail transactions, including persuading RCA to begin product warranties from the date an item was first rented to a customer rather than the date it originally left the factory. 

French also holds a unique place in APRO history. In the early 1980s, Bill White invited him to attend the organizational meeting in Dallas that would establish APRO. French was the only vendor or supplier in the room. 

His career would eventually take him through leadership roles with the Frank Lyon Co., Zenith, and LG Electronics before he joined O’Rourke Sales Company in 2001. There, French took the lead in developing O’Rourke’s dedicated rent-to-own business and spent the next 25 years helping the company serve rental dealers with products ranging from appliances and televisions to gaming systems and emerging technology.

His involvement has extended well beyond the sales floor. French served on the APRO Board of Directors and as Vice Chair of APRO’s Vendor Advisory Committee. He has been a consistent supporter of state rental dealer associations and a familiar presence at APRO’s Legislative Conference in Washington, D.C., advocating alongside dealers on behalf of the industry. 

Over the years, APRO has recognized French multiple times for that service, including with the Norm Smith Vendor of the Year Award in 2007 and the APRO President’s Award of Excellence in 2024. Earlier this year, APRO also featured French in its RTO Legends Take the Mic series, preserving his memories and perspective from more than 50 years in the industry. 

As he accepted the Lifetime Achievement Award, however, French was quick to share the recognition with the people who have been part of that journey. 

“To be mentioned in the same sentence with all of the legends of this industry that have come before me, which is really a who’s who of the rent-to-own industry, is absolutely amazing,” said French. 

He thanked the rental dealers who became not only customers but friends, O’Rourke CEO Jeff O’Rourke for giving him the tools to serve the industry, and employees throughout the O’Rourke organization whose work supports customers every day. 

French said he considers the award recognition of their work as much as his own. 

As French prepares for retirement, the Ernie Talley Lifetime Achievement Award recognizes a career that reaches back to rent-to-own’s earliest years and a vendor leader who helped manufacturers understand the business, strengthened relationships between suppliers and dealers, supported APRO and its advocacy work, and remained an enthusiastic champion for the industry throughout it all. 

“It’s been an amazing ride, and if you love what you do, it is not work,” said French.

Lauren Talicska

Lauren Talicska is an experienced multi-channel marketing specialist and the Vice President of Marketing & Communications at Arona Home Essentials. She has found her home in the RTO community, supporting stores in branding, growth, and increasing traffic.

You may recognize Lauren as a former RTO vendor, including her time as a partner for Nationwide RentDirect, or her previous participation in the APRO Vendor Advisory Committee. Lauren calls Columbus, Ohio, home and spends her workday crafting and executing marketing promotions from inception to realization, all while supporting the branding and social media needs of all the Arona stores in 12 states (plus Puerto Rico!).

Charles Smitherman

APRO

Charles Smitherman, JD, PhD, CAE, became CEO of APRO in 2023, bringing years of legal and executive experience in the rent-to-own industry. 

Prior to joining the association, Charles served as COO, General Counsel, and Vice President of PTS Financial Services, where he played an active role in the rent-to-own industry by representing his company through PTS’s club program offering with APRO member dealers. Charles is an attorney with two decades of experience across a wide variety of areas, including RTO, consumer financial services, antitrust, corporate law, mergers and acquisitions, litigation, franchise law, and privacy law. Following law school at the University of Georgia, Charles earned a Master of Legal Studies and PhD in Law from the University of Oxford in England.

Charles is credentialed as a Certified Association Executive (CAE) with the American Society of Association Executives, a Certified Franchise Executive (CFE) with the International Franchise Association, and a Certified Information Privacy Professional (CIPP/US) and Certified Information Privacy Manager (CIPM) through the International Association of Privacy Professionals. As APRO’s sixth CEO in its 45-year history, he brings a collaborative, member-focused approach to association leadership, emphasizing transparency, advocacy, and value creation. Outside of work, Charles is an active ultra runner and open water swimmer.

As VP of Rental Sales for Ashley Furniture Industries, Mike thrives on building relationships with our RTO industry veterans, and helping businesses grow through new product, new marketing, and new supply chain options.

Mike works to leverage a wide breadth of relationships and influence, intimate knowledge of market trends, and unique knowledge of what RTO dealers need from a supplier to be successful.

The saying goes that a high tide raises all boats, and our goal is to leverage the world’s largest furniture manufacturer to drive the continued growth of the RTO industry and all the suppliers.

Mike Tissot

Countryside Rentals Inc., dba Rent-2-Own

Mike grew up in the rent-to-own industry under the guidance of his father, former APRO President and RTO legend Darrell Tissot. For nearly 25 years, Mike’s innovative leadership has helped expand the family business to more than 40 stores across Ohio and Kentucky while also shaping the industry as a whole.

He has served as President of the Ohio Rental Dealers Association, an APRO board member and Treasurer, and President and Treasurer of the TRIB Group. His contributions have earned him the APRO President’s Award of Excellence and the title of APRO Rental Dealer of the Year.

Outside of RTO, Mike enjoys time at the lake house or in Orange Beach, Alabama, with his girlfriend, Angela Strong McCool. A passionate Cincinnati Reds fan, he rarely misses a game, whether watching or listening alongside his parents. He also takes every opportunity to visit Arizona, where his daughter is currently attending Arizona State University.
