RTO Legislative Activity - APRO's Legislative Conference

APRO’s 2010 Dave Egan Legislative Conference

Another great success as more than 130 RTO dealers and vendors from across the country convened February 23-25, 2010 in Washington, D.C. to meet with their Congresspersons supporting H.R. 1744 and S. 738.

Rep. William Lacy Clay and Sen. Mary Landrieu thank all rent-to-own owners, employees and vendors for attending APRO's 2010 Legislative Conference. APRO members attended more than 350 meetings on Capitol Hill to continue the powerful momentum already generated this session. The RTO small business advocacy of the industry supported bills - "The Consumer Rental Purchase Agreement Act"  (H.R. 1744 and S. 738) -  has created record breaking support for the rent-to-own industry.

Thanks to APRO's grassroots advocacy, Rep. Clay's H.R. 1744 has the most co-sponsors in rent-to-own's legislative history. With 115 co-sponsors, one-fourth of the U.S. House of Representatives recognize that passage of the Consumer Rental Purchase Agreement Act would continue rent-to-own's contribution to the American economy and consumers. Sen. Landrieu's S. 738 has 17 co-sponsors. The majority of the co-sponsorships and legislative support is generated from APRO's Legislative Conference attendees.

Attendance to APRO's Legislative Conference is imperative to continue the record-breaking support for rent-to-own's future. The face-to-face meetings in Congressional offices with members and staff who directly handle rent-to-own legislation has been the key to generating support and movement of the industry supported federal legislation - The Consumer Rental Purchase Agreeement Act.

Attendance has also been key to preventing detrimental legislation that has jeopardized rent-to-own's existence for the past decades. President Barak Obama and Congressional leaders are addressing sweeping consumer regulations this session that could have enormous impact on the RTO business. Attendance to APRO's legislative conference is imperative to ensure rent-to-own's future.

After 17 years of representing the rent-to-own industry before the U.S. Congress, APRO's annual legislative conference is the legislative event of the year. APRO's Legislative Conference is where hundreds of rent-to-own dealers, employees and vendors unite on Capitol Hill to tell the rent-to-own story.

The Keep Rate Conundrum
by Ed Winn III

Calculating keep rate does not seem to improve the rent-to-own business in any discernible way—and yet this calculation, beyond all the others, has had enormous legal and political implications for rent-to-own almost since its inception.
